https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/23

Purwabakti Tourism Village has great tourism potential, but the number of tourist visits is still low. In 2023, the village only received an average of 50 tourists per month, or around 0.19% of the total domestic tourists in Pamijahan Sub-district. Some of the factors that cause the low number of visits are not optimal tourism management, lack of supporting facilities, limited accessibility, and lack of promotion. This study aims to analyze the internal and external factors that influence the development of Purwabakti Tourism Village using SWOT analysis and formulate the right strategy to increase the village's tourism attractiveness. This research uses a descriptive qualitative method with data collection through interviews with the Tourism Awareness Group (Pokdarwis), tourism managers, and representatives of the Bogor Regency Culture and Tourism Office. Field observations were also conducted to assess the condition of village tourism. Data were analyzed using SWOT analysis, then strategies were developed through TOWS Matrix In addition, strategy evaluation was conducted using the IFE (Internal Factor Evaluation) Matrix and the EFE (External Factor Evaluation) Matrix to determine the village's strategic position. The results showed that Purwabakti Tourism Village is in cell 6 in the IE Matrix, so the recommended strategy is the harvest strategy. This strategy focuses on optimizing existing resources to increase revenue without large investments. The main recommendations include improving tourism infrastructure, increasing promotion, and maintaining tourism sustainability. Through the implementation of this strategy, it is expected that the number of tourist visits will increase and the village can contribute more to the local economy.
SalmahAditya Prima YudhaFredi AndriaAmalia Salwa Salsabila

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/22

This study investigates the effects of lax enforcement of sexual harassment policies in Islamic boarding schools (pesantren). It analyzes how inadequate disciplinary measures impact victims, the educational environment, and community perceptions. Through a mixed method, including surveys, in-depth interviews, and field observations, this study aims to shed light on the urgency for robust policies and effective enforcement to ensure the safety and well-being of students. This paper explores how pesantren in West Java, Indonesia, actively challenge stereotypes linking religious institutions to sexual harassment. Often mischaracterized as patriarchal and resistant to addressing social issues, pesantren refute these perceptions by fostering environments rooted in Islamic values of dignity, respect, and ethical conduct. Pesantrens shape society's moral, ethical, and spiritual values. However, cases of sexual harassment and weak enforcement of related policies have raised serious concerns about the integrity of these institutions. This study examines the social, psychological, and institutional impacts of inadequate disciplinary measures on victims, perpetrators, and the pesantren community. The findings reveal how lenient sanctions perpetuate a culture of impunity, erode trust, and undermine the moral authority of pesantrens, calling for immediate reforms aligned with Islamic and human rights principles.
Dwi Rini Sovia FirdausAhsani Taqwim AminuddinFeri Ferdinan AlamsyahValianty SariswaraNadia Ismi Soleha

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/32

The regional head election (Pilkada) is a contestation that requires proper management. One of the most important management aspects is the Communication Management by the General Election Commission (KPU) as the organizer of the regional head election. KPU Tanah Bumbu, as the organizer of the Pilkada in Tanah Bumbu Regency, South Kalimantan, has implemented communication management adjusted to various problems and the dynamics of local politics. The purpose of this study is to assess the effectiveness and challenges of communication management by the General Election Commission (KPU) of Tanah Bumbu Regency during the candidacy stage in the implementation of the 2024 Regional Head Election (Pilkada). This research was conducted in Tanah Bumbu Regency during the candidacy stage of the Pilkada 2024 participants. The research method used is descriptive qualitative with a case study approach. Data collection techniques employed in this study included in-depth interviews, observation, and documentation. The study found that the communication management strategy of KPU Tanah Bumbu relies on communicators’ competence resources which are already good, adequate technological support, well-established cooperative relationships with related parties, and the availability of very sufficient budget. This study also successfully identified the main challenges of communication management faced by KPU Tanah Bumbu, namely the low level of public literacy, infrastructural obstacles, and unpredictable socio-political dynamics.
Bustanul MubarokAminah Swarnawati

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/51

This study aims to gain an in-depth understanding of the lifestyle transformation of out-of-town students and its impact on their academic life. Out-of-town students are a vulnerable group prone to behavioral changes due to significant shifts in their social, cultural, and economic environments when leaving their hometowns to pursue higher education in big cities. This study employs a qualitative approach with a phenomenological method to explore the students' subjective experiences in facing the dynamics of living away from home. Data collection was carried out through in-depth interviews, observation, and documentation involving main, key, and supporting informants. The data were analyzed using reduction, presentation, and conclusion-drawing techniques, and their validity was tested through source, technique, and time triangulation. The findings show that out-of-town students experience significant lifestyle changes, particularly in aspects of consumption, fashion, and social interactions. These changes directly or indirectly affect their academic life. Some students experienced a decline in focus and study discipline, while others were able to adapt positively by improving their independence, time management, as well as social and academic skills. Thus, the lifestyle transformation of out-of-town students is dynamic and may serve as either an obstacle or a strength, depending on the individual's adaptive capacity and the support of the existing social environment.
Natasya Olivia Ningrum Yummy Jumiati Marsa

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/33

Technological development requires everyone to carry out activities in cyberspace. Cybercriminals exploit the exchange of information to steal important data, which indirectly contributes to data leakage. Indonesia is one of the countries with the most internet users in the world and often experiences data leaks. Therefore, the risk of cyber threats coincides with technological use. This research discusses the extent of the Indonesian government's political will to overcome cyber threats. The research method used is a descriptive qualitative type that uses Brinkerhoff's political will theory. The results show that the Indonesian government is strongly committed to overcoming cybersecurity threats and data leaks through the establishment of the BSSN institution and coordination with various parties. However, weak security awareness among policymakers and the public, gaps in cybersecurity education and understanding, budget limitations, weak cybersecurity systems, and sectoral egos present challenges to strengthening cybersecurity in Indonesia and cause data leaks. Thus, the government's concrete steps to establish the Cyber Security and Resilience Bill are expected to fill the regulatory vacuum so that the implementation of cyber security policies can be optimized. Increasing government security awareness, prioritizing the cybersecurity budget, ensuring the availability of competent resources, conducting well-coordinated efforts, providing education, and encouraging active community involvement are solutions that can protect data from growing threats.

Keywords: political will; cybersecurity; data leakage
Safrida NurulitaRidwan

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/56

This study aims to analyze the influence of work values and adversity quotient on employee performance, with affective commitment and affiliation motivation as mediating variables, focusing on millennial employees at BNI KCU Perguruan Tinggi Bandung. A quantitative approach was employed using a survey method involving 101 respondents selected through simple random sampling. The research instruments were adapted from established theories and analyzed using PLS-SEM with SmartPLS software. The results indicate that work values have a significant direct effect on employee performance, and an indirect effect through affiliation motivation. Adversity quotient does not directly influence performance significantly, but has a strong indirect effect through affiliation motivation. Affective commitment showed a marginal mediating effect. These findings highlight the importance of affiliation motivation in enhancing the performance of millennial employees and the need for organizations to foster a workplace environment that supports social relationships and aligns with the work values of this generation.
Raden Muhammad Iqbal Rizqi SaputraHerwan Abdul MuhyiRatna Meisa Dai

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/60

The 2024 legislative election in Jakarta is an important moment in the dynamics of Indonesian politics, especially for the Prosperous Justice Party (PKS) which won a significant victory. This study aims to analyze the winning strategy of Abdul Aziz, the PKS legislative candidate in the 10th DKI Jakarta Electoral District (Dapil), as well as the factors that contributed to its success.. Using a descriptive qualitative approach, this study examines the effectiveness of political and marketing strategies applied, including community-based approaches, the use of social media, and political communication strategies. The results showed that the strategy carried out by Abdul Aziz focused on the utilization of a loyal mass base, campaigns based on social welfare issues, as well as direct involvement in social and religious activities. In addition, digital communication strategies through social media and the involvement of local leaders also play an important role in improving its electability. This research provides insight into the dynamics of political campaign strategies in the digital age as well as their implications for voter trends in metropolitan areas. The PKS as a moderate Islam-based party also has challenges in extending support beyond its loyal voters. Therefore, the campaign strategy applied is not only based on religious issues, but also emphasizes concrete programs that are relevant to urban problems such as education, health, and infrastructure, which of course is in line with the theory used in this study, namely the theory of political strategy by Peter Schroder, which specifically discusses 3 types of political strategies.
Muhammad Athallah MoerdijantoMuhammad Prakoso Aji

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/54

The implementation of collaborative governance in managing the creative economy sector has become increasingly essential, particularly at the local level where multiple stakeholders interact. This study explores the role of collaborative government in the activation process of the Creative Center Purwakarta (CCP), a collaborative space established to support creative community activities in Purwakarta, West Java. Employing a qualitative phenomenological approach, the research involved ten key informants, including government officials, CCP managers, members of creative communities, and residents directly engaged in the use of CCP. Data collection was conducted through in-depth interviews and document analysis. The findings reveal that although the government has provided facilities and regulatory support, collaboration remains limited to administrative coordination and has yet to fully foster participatory and innovative synergy. Personal engagement strategies, the government's facilitative role, and the ability to adapt to policy changes emerged as key factors driving effective collaboration. The study concludes that the successful activation of CCP requires a dialogic collaborative structure, facilitative leadership, and governance that is responsive to local policy dynamics. These findings offer practical implications for local governments in strengthening creative ecosystems and contribute to the theoretical development of collaborative governance in the creative economy sector.
Shaqina Zahra PutritiranoIrena NovarliaTedi Supriyadi

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/47

This study examines the Political Will of the Bogor City Government in implementing urban transportation policies, especially in structuring the operation of city transportation (angkot) during the two leadership periods of Mayor Bima Arya Sugiarto (2016-2024). This research departs from the still not optimal management of angkot, which contributes to congestion in Bogor City. This study aims to analyze the challenges in implementing reform programs, such as rerouting, vehicle age restrictions, integration with the BisKita Trans Pakuan system, and implementation of the Bogor Transportation Program (B-TOP). Policy implementation still faces several obstacles, including suboptimal supervision and the practice of illegal levies by specific individuals. The results show that Political Will faces challenges with coordination, supervision, and transparency. The Bogor City Government has made various efforts, including optimizing funding from the central government and establishing cooperation with the private sector to support the provision of infrastructure and strengthening transportation institutions. The success of transportation management requires collaboration between the government, business actors, and the community. Strong political will must be reflected in cross-sector synergies, consistent supervision, and transparent and sustainable governance.
Muhammad Iqbal NursalimRidwan Ridwan

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/49

The public's dependence on fuel oil (BBM) makes it a vital component in supporting the smooth production and distribution of goods and services, as well as maintaining economic stability. However, it is estimated that around 30 percent of energy subsidies have been enjoyed by groups that are not classified as poor or vulnerable. To address this issue, PT Pertamina (Persero) has implemented a new policy requiring vehicle registration through the MyPertamina app for users of subsidized fuels such as Pertalite and Solar. However, many users have expressed complaints regarding the operational aspects of the app. Therefore, this study employs a descriptive quantitative method relying on objective measurements and mathematical analysis to identify user complaints through sentiment analysis using the Long Short-Term Memory (LSTM) machine learning method. The data used consists of 2,000 user reviews of the MyPertamina app obtained from the Google Play Store. The analysis process was conducted using the Python programming language via the Google Colab platform. The results of the study indicate that the majority of user sentiment is negative, suggesting that the quality of MyPertamina's services is still suboptimal. Additionally, this study adopts the five dimensions of e-ServQual to identify factors influencing users' perceptions and sentiment toward the app. These findings are expected to serve as evaluation material for improving MyPertamina's operational services in the future.
Rafie PratamaWiwik Handayani

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/59

This study explores the perceptions of Political Science students at UPNVJ regarding the “Oke Gas” campaign content on TikTok as part of Prabowo Subianto’s political branding strategy during the 2024 presidential election. Employing a descriptive qualitative method, the research investigates how students interpret the use of populist, symbolic, and visual communication in digital political campaigns. Findings indicate that students view the strategy as an adaptive response to the youth-dominated voter demographic, yet remain divided in their assessments some consider it effective, while others perceive it as superficial rebranding that prioritizes personal image over policy substance. The research also highlights students’ concerns about the potential decline in deliberative democratic quality due to emotionally driven content.TikTok’s role as a fast-paced, interactive platform is acknowledged as effective in disseminating political messages, but it also raises critical questions about the balance between virality and substantive political discourse. Political Science students, equipped with analytical frameworks and democratic awareness, are positioned not merely as campaign targets but as active evaluators of political strategy. Their perceptions are shaped by media ecology, youth political orientation, and the tension between electoral marketing and participatory democratic ideals. This study contributes to understanding how political branding in the digital age is received by an increasingly critical and digitally literate electorate.
Aura Hallyka ImperanurJerry Indrawan

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/48

This study aims to analyze the implementation of the Integrated District Administration Service (Pelayanan Administrasi Terpadu Kecamatan or PATEN) policy in South Bekasi District using George C. Edward III’s policy implementation model. The research employed a qualitative method with data collection techniques including participant observation, structured and semi-structured interviews, and documentation. The study found that the four key dimensions of policy implementation—communication, resources, disposition, and bureaucratic structure—were not optimally integrated in the PATEN implementation at South Bekasi District. Communication barriers were evident in the poor dissemination of information to the community, limited public understanding of the PATEN policy, and inconsistencies in service procedures. Although the district has adopted digital systems such as E-Open and OSS to support public service delivery, some staff members still lack the necessary competencies to operate digital platforms effectively. Furthermore, the attitude of policy implementers was found to be problematic, as some officers tended to deflect responsibility, were not proactive in problem-solving, and were suspected of engaging in unofficial payment practices. From the bureaucratic structure perspective, the delegation of non-licensing services to the village level has disrupted the principle of one-stop service and created fragmented procedures that potentially open up opportunities for administrative discretion and service inequality. This study concludes that the PATEN policy implementation in South Bekasi District is still suboptimal and faces significant challenges in communication, human resources, service attitudes, and bureaucratic coordination, which may ultimately affect the public’s trust in government services.
Raihana Devi SarasvatiRidwan

This study aims to identify and analyze the influence of affective commitment and work ethic on the performance of SAN Chapter Sidoarjo community members. This is a quantitative study with three variables: affective commitment, work ethic, and member performance, conducted on the SAN Chapter Sidoarjo community. The sampling method used non-probability sampling with a saturated sampling technique approach. Data collection was conducted through the distribution of questionnaires to all 74 members of the SAN Chapter Sidoarjo community, who served as the study population. The questionnaires were designed using a Likert scale. The data obtained were analyzed using the SEM-PLS method with the assistance of SmartPLS 4 software. The results of the study indicate that affective commitment and work ethic contribute to member performance. These findings imply the need to build and maintain members' affective commitment through personal approaches, non-material rewards, and active involvement in decision-making, as well as developing internal training programs or workshops to enhance work ethic, particularly in aspects of leadership, team collaboration, and time management.
Arif NoerSulastri Irbayuni

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/67

This study looks at implementation moderation in religion values in the use of loudspeakers at Amal Sholeh Mosque, located within a multicultural community. The primary focus is on the responses and perceptions of both Muslim and non- Muslim residents regarding the use of loudspeakers, as well as the extent to which the principles of religious moderation are reflected in interreligious social relations. A qualitative approach was employed, utilizing in-depth interviews and field observations. The findings indicate that although the term “Religious Moderation” is not widely recognized by the local community, its core values such as tolerance, mutual respect, and peaceful coexistence are evident in their daily practices. Nevertheless, complaints persist regarding the direction and volume of the loudspeakers, which are perceived as disturbing. Therefore, it is necessary to disseminate the technical regulations issued by the Ministry of Religious Affairs and to enhance collective awareness in order to foster a harmonious worship environment without compromising the comfort of surrounding residents.
Siti KhadijahHusna Sari Siregar

https://jhss-lppm.unpak.ac.id/index.php/JHSS/article/view/68

The purpose of this study is to analyze the behavior of fear of missing out in culinary tourism, related to anxiety or fear of missing out on something that is popular. As a result, Tourism Industry Study Program students tend to follow trends, buy goods that are not really needed, or do activities that are actually undesirable, so as not to feel left behind. The qualitative method with a phenomenological approach is used to focus on a deep understanding of the individual's subjective experience of a phenomenon. The data analysis technique used is Interpretative phenomenological analysis, which is a method that focuses on an in-depth exploration of how participants understand their personal experiences. Data collection techniques are carried out by observation, documentation, and in-depth interviews with informants. Data collected from key informants is more accurate and valid because it is in accordance with the phenomenon experienced directly. The results of the study show a change in fear of missing out behavior towards consumptive behavior, shown by the existence of social media promotions and consumption trends that encourage impulsive behavior and social anxiety. Thus, it is hoped that Tourism Industry Study Program students can face challenges in balancing modern social pressure and social media with values to prioritize life balance and build healthy relationships without relying on social media.
Widi Widya MuktiIrena Novarlia
